So, 250 million is approximately 3.09% of the world population.
Only 1500 of which woken up or activated - the term we use in the circles. Sad. The Envoy Program is a failure on many levels. Low-frequency beams from certain opposing factions keep most star people asleep, caught in the game..
Note: Not all channelers, healers, intuitives, abductees, who can connect to interdimensional beings are star souls. The earth souls through effort, training and innate abilities can channel off planet races but it’s not a direct indicator of having galactic family upstairs. They receive help due to their openness, spiritual discipline and intention.
During my astral travels, the envoy groups appear in formations of twelve, plus one acting as their leader, making a total of 13. They are grouped together for remembrance and common goals based on their soul frequencies. But the story get more complicated than recollecting your origins.
Some of the envoy starseeds woke up to the truth of being utilized for operations far from what they originally agreed to. The contracts had been signed upstairs without their consent. All of the star souls have metaphysical abilities that could been sold to the military complexes in exchange for deals of trade on the galactic level, through black ops programs, Secret Space program, Cyborg Supersoldier, “20 years and back”, MILAB, MK Ultra, Monarch, Project Surrogate, Project Enigma, Slave trade, human trafficking and mining on the Moon, Mars, Ceres, Satanic Rituals and others.
The chances of this are even higher if you have had any experience in any military group, or have any family member in the military, especially if they are/were an officer.
Whether or not you know you have them, your abilities could include:

Empath - Picking up others feelings. (this can cause a lot of problems if you don't realize the feelings you feel are not always yours).

The military and alien industrial complex "collects" people with metaphysical abilities. They don't really care a lot about "normals."
I’m not claiming that every starseed envoy has been involved in such programs, but I do feel it's important to raise awareness about the possibility. I’ve personally spoken with 6 or 7 individuals—abductees—who shared unsettling memories and unexplained fears, many of which began in early childhood and defy logical explanation. One of them even has an official police report documenting a period of missing time—his parents had reported him missing, and yet by morning, he was found back in his bed with no explanation. As for myself, I experienced a recorded missing time episode of about two hours in 2018. To this day, I have no memory of what occurred during that window.
The fact that you cannot remember any incidences, or using your abilities, does not mean anything. They have Mind Control and Mind Wipe Technology, but your body and the subconscious remembers and you will be having memory flashes, your memory is fragmented but you will eventually remember the truth.
